Many Cuban tobacco farmers raise tobacco on their own land and sell the crop to the Cuban government at prices set by the government, but all of the cigar factories are owned by the Cuban government. About 30 percent of the tobacco grown in Cuba actually ends up on the black market and in counterfeit Cuban cigars.
