PANAMA Howard US Air Force Base -- 12/06/1998 -- Guided by a USAF ground crew, an F-16 fighter parks at Howard Air Force Base on the Pacific entrance to the Panama Canal. Built by the US Corps of Engineers, American armed forces have long had both a strategic and sentimental attachment to Panama.
